As the lead agency of the NSW transport cluster, Transport for NSW is responsible for coordinating transport services used by over 7.5 million residents, 800,000 businesses and 30 million visitors every year. The opportunity
The Senior Project Manager of Concessions manages the relationships and partnerships for the operating phase of Sydney?s public private partnerships motorway projects. Providing specific expert analysis, advice and guidance on operations and maintenance issues to ensure that motorways provide a safe and effective contribution to the Sydney road network.
You will endeavour to build and maintain professional, fluid and productive relationships with external parties such as our motorway partners as well as internal stakeholders. Tight budgets, competing priorities, and an increasingly complex regulatory and policy framework are all key ongoing challenges of this role. It is key to maintain a commercial approach when responding to technical, financial and commerically sensitive issues while operating in a complex, integrated network environment with a high public profile.

Ideal skills, experience and personal attributes
Relevant tertiary qualifications at degree level, demonstrated ability to develop and maintain effective working relationships and to successfully manage complex contracts and an understanding of the public private partnership project life cycle. Knowledge of the technical aspects of the materials, systems and techniques used in road, bridge and / or tunnel construction and / or asset management with sound knowledge of quality, safety and environmental planning and assessment processes.
Key accountabilities
Pro-actively manage the partnerships with motorway concession owners and their operators and manage the Motorway Project Deeds (contracts) to drive network performance and value for customers and for public and private investors
Manage all operations phase contractual matters under the Project including TfNSW consents, change provisions, developer interface agreements, deed amendments, tolling and financial requirements
Contribute to the development of and implement branch performance and compliance assurance systems, procedures and practices to enable monitoring and auditing of motorway performance, analysis of results and then appropriate action or make recommendations for resolution of issues
Coordinate technical, environmental, legal and financial reviews for assuring compliance with the contracts and planning conditions of approval by engaging with the relevant TfNSW, government and private sector stakeholders and subject matter experts
Oversee and guide the successful development, delivery and timely completion of projects that typically require a cross-organisational project team, maintaining a collaborative and solutions focus, while managing the expectations of diverse stakeholders such as TfNSW, other government entities, motorway operators and private sector developers
Manage the environmental assessment and approval process for motorway operations, maintenance or enhancement works by reviewing environmental assessments prepared by the motorway operators
Ensure that the development and delivery of modifications to motorways are timely and in accordance with motorway contracts, NSW Government guidelines and community expectations
Provide expert analysis, advice and guidance on operations and maintenance issues to the motorway development and procurement managers and high level reports and documents that clearly and effectively address complex and strategic issues, to support TfNSW?s required outcomes for the motorway network
Implement RMS? procedures, guidelines, practices and safeguards to ensure the attainment of a high level of work health and safety and environmental protection on motorway projects.
