Duties As the APS 6 Senior Procurement Officer in the Corporate Management Branch, under the direction of the Procurement Director, you will: - Be responsible for the provision of procurement and contracting advice and support to client areas within the ANAO. Maintain the ANAO's tender and contracting documents, register and templates; - Provide specialist, technical advice and guidance to business areas in relation to all procurement activities and ensure that procurement activities are conducted in line with governance, probity and legislated requirements; - Contribute to procurement policy development including membership of the Senior Procurement Officers Reference Group; - Manage AusTender functions and assist with AusTender reporting; - Assist with the management of procurements throughout the ANAO; - Coordinate a number of returns to central agencies, including: Senate Order, Indigenous Procurement Policy and the Annual Procurement Plan; - Assist to maintain the Auditor-General's delegations and assist the CFO to maintain the Auditor-General Instructions and associated Procedural Rules; and - Assist the Procurement Director to development and maintain all policies, procedures, guidelines and governance activities associated with procurement across the agency; The work is characterised by: - A considerable degree of independence; - A strong client focus; - Decision making within legislative requirements and consistent with internal policies and operating procedures; - The management of competing and changing priorities; - A strong, small team environment; and - Close liaison and co-operation with internal and external clients and stakeholders. In this role, your primary responsibilities would include: - Providing specialist, technical advice and guidance to business areas in relation to all procurement activities; - Working collaboratively with other members of the Finance Section to align procurement activities with the annual budget, prioritising procurement projects in line with the corporate strategic plan and developing the ANAO's annual plan for procurement; - Liaising closely with and undertaking regular visits to the ANAO's business areas and providing a combined education and business intelligence function to identify upcoming issues that require action, further advice or forward planning; - Providing a contact point for the management of issues that arise during procurement activities and responding to and resolving sensitive and contentious procurement and reporting matters; - Ensuring the ongoing maintenance and availability of the ANAO's tender and contracting documents, register and templates; - Representing the work area and the organisation as a member of internal and external procurement boards; - Assisting the development and implementation of online training and informal education modules or activities for leaders to develop their understanding of and adherence to procurement policies, rules and guidelines; and - Acting as an ANAO procurement contact point for both internal and external personnel. Eligibility There are no mandatory qualifications for this role. However, the following attributes are highly desirable: - Formal qualifications and/or considerable experience in procurement and contract management; - Demonstrated knowledge and experience in Commonwealth procurement requirements, and procurement related policy; - Ability to interpret and apply legislation, policies and procedures in a procurement and finance setting; - Experience in assessing and managing conflicting priorities, working quickly and accurately to deliver procurement outcomes in a busy service environment. - Well-developed analytical, conceptual and written and oral communication skills; - Highly developed interpersonal skills including communication, negotiation and team work. - Competence in using electronic databases and IT solutions to access and enter information. - A sound understanding of, or experience, in financial operations including Accounts Payable and Receivable; - Highly developed capability in effectively interacting with internal and external clients and stakeholders at all levels; - The ability to effectively manage conflicting priorities; and - Highly motivated and adaptable and willing to work outside normal working hours when required.
